Ukrainian President Volodymyr Zelensky Declares Absence of Clear Security Pledge from Allies
President Zelensky has stated that European allies have not given him solid assurances that they will defend Ukraine in the event of a future Russian attack.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.
These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.
Details of the Paris Talks
Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.
Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.
Moscow has thus far remained silent on the declaration made in the city of Paris.
President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the long-term".
He added: "It paves the way for the juridical structure under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."
Zelensky hailed that agreement as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.
"However, until we don't have such security guarantees - legally binding, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant due to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Last week, Zelensky said a peace deal was "90% ready".
Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.
Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.
Russian forces now holds about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.
It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukraine has hit back at Russian targets with drones, albeit with more limited success.
